HS2 Growth Partnership

Connecting London to the Midlands and the North, High Speed 2 (HS2) will deliver significant journey time savings, much-needed additional capacity and increased connectivity and will play a vital role in boosting jobs, skills, growth and regeneration.

The HS2 Growth Partnership is a cross- Government initiative between HS2 and LCR to support the delivery of growth and regeneration around HS2 stations. Set up in 2015 through a collaboration agreement, the partnership’s key functions are to:

  • Advise HS2 on station design, commercialisation and oversite development.
  • Identify and facilitate development opportunities at stations and their surrounds to create exciting places for residents and visitors.
  • Work with other Government bodies to secure investment to fund regeneration delivered as part of HS2’s wider benefits.

Each station site presents its own set of opportunities and challenges and the HS2 Growth Partnership is working with local partners (local authorities and Local Enterprise Partnerships (LEPs)), in line with their HS2 Growth Strategies, to bring forward development. The Homes & Communities Agency, the Department for International Trade and Network Rail also form part of the wider collaboration.

In Leeds, we have a truly strong collaborative partnership between the Council and LCR. This joined-up approach has enabled us to make excellent progress on the masterplan study for the new HS2 station and the surrounding area, which has been developed in partnership with LCR. Our ambition is for Leeds Station to strengthen its position as a key national transport interchange and a pivotal regeneration and economic driver for the region.

Leeds Station masterplan

Over 100,000 passengers use Leeds Station each day making it England’s second busiest outside of London.

Leeds is a particularly good example of the HS2 Growth Partnership in action. A new masterplan is being developed for the Leeds station area that integrates HS2, Northern Powerhouse Rail, the Trans-Pennine Route Upgrade and Northern Rail proposals with the city’s South Bank regeneration and the City Square built environment.

Leeds Station will become a distinctive, modern and fully integrated national transport hub. The development will also create a gateway into the city centre and act as a catalyst for the regeneration of the South Bank.

The project is expected to create circa 13,000 local jobs and will help Leeds Station to accommodate its anticipated growth in passenger numbers. The number of passengers passing through the station is expected to more than double over the next 30 years, reaching a level similar to Gatwick Airport.
